  2. Saute ground spices, galangal, lemongrass and bay leaves until fragrant and cooked.
  3. Add water, cook until the spices are cooked.
  4. Add cayenne pepper, chicken stock, salt and sugar. Adjust the taste.
  5. Add the tilapia, cook until the spices are absorbed and the water is reduced.
  6. Lift and serve.
