- Preheat the oven to 400°F (204°C). In a large bowl, combine the flour, baking powder, baking soda, cocoa powder, sugar, and 3/4 cup of the chocolate chips. Mix all the dry ingredients evenly and set aside.
- In another bowl, combine the milk, vegetable oil, egg, and vanilla extract. Whisk the wet ingredients together until well blended.
- Slowly pour the wet ingredients into the dry ingredients and mix until just combined. Spoon the mixture into the prepared muffin cases. Sprinkle the remaining 1/4 cup of chocolate chips on top, then bake for 20 minutes or until the muffins are dark, risen, and springy.
